Bayway Isles is a member of the Alliance for Bayway Communities (ABC) and all our residents are invited to attend these meetings.

ABC Seminar Palma V on Tuesday, 11 April 2023

The fifth and final ABC Seminar for this season will be held at Palma V from 1-3 pm on Tuesday, April 11. Directions are provided below. This seminar includes the following three topics:

The first topic will focus on the 2023 Florida Legislative Session that convened on March 7 and is scheduled to adjourn on May 5. A live video feed is planned from Tallahassee with Travis Moore, lobbyist for Community Associations Institute (CAI). Travis will update us on the status of the proposed legislation of importance to ABC Associations, including SB 154 by Senator Bradley and HB 1395 by Representative Lopez. Both SB 154 and HB 1395 were proposed to address issues related to SB 4-D: Building Safety by Senator Boyd that was signed into law by Governor DeSantis on May 26, 2022. Travis will also address audience questions and can advise us on any actions that associations (e.g., management, board members, owners) should pursue while our legislators are in session.

The second topic will be with Steve Mainardi, P.E., who is the Vice President of Strategic Growth with Rimkus (formerly Delta Engineering), a “worldwide leader in engineering and technical consulting.” Steve will provide commentary on SB 4-D including what the bill was designed to accomplish along with potential changes to the bill as it currently exists. He will provide insight from a structural engineer’s perspective regarding an approach to milestone structural inspections (MSI) and structural integrity reserve studies (SIRS) and will discuss how this approach has changed based on the statute. Steve will also comment on potential reasons why many engineers are not accepting MSI/SIRS assignments.

Our third topic will be with Matt Kuisle, P.E., who is the Regional Executive Director with Reserve Advisors. Reserve Advisors is a “multi-discipline engineering firm dedicated to providing common interest communities the peace of mind that comes from long-term planning and proactive asset management.” Matt will provide insight from a reserve’s perspective including the legislative requirements related to reserve studies and reserve funding.

These three topics are of high importance to the ABC Associations and Associations across the State of Florida. Our speakers will share their expertise while providing timely and relevant information related to these matters.

DIRECTIONS TO PALMA V: 6372 Palma Del Mar Blvd S

From I-275, take Exit 17 and proceed westward on the Pinellas Bayway passing through the toll booth. Continue for about one mile to the second traffic signal by Regions Bank and turn left onto SR 679 South. Head south toward Fort Desoto and make a left at the second Palma Del Mar sign. After making the left, Palma V is the first 12 story building on the right.
Pull up the ramp and park on the upper level in any guest spot. Or find a parking spot in front and to the right of the building.

From St. Pete Beach, go through the Pinellas Bayway toll booth and proceed eastward over the bridge. Continue for about ½ mile to the traffic signal by the Regions Bank and turn right onto SR 679 South. Head south toward Fort Desoto and make a left at the second Palma sign. After making the left, Palma V is the first 12 story building on the right. The meeting room is on the second floor and the door will be open.
